 1. Introduction

The Contingency Management Plan for the PGRKAM website outlines the procedures and protocols to be followed in case of unexpected disruptions, emergencies, or incidents that may affect the availability, integrity, or security of the website. This plan aims to ensure the continuity of digital services, reduce downtime, and manage incidents efficiently to minimize impact on users and stakeholders.

 2. Objectives

  • To ensure uninterrupted service delivery through the PGRKAM website during and after a disruption.

  • To minimize website downtime and ensure quick recovery.

  • To protect sensitive data and uphold the integrity and security of the system.

  • To define clear and effective response mechanisms for various contingencies.

3. Scope

This plan covers all major components of the PGRKAM website including:

  • Web servers and hosting infrastructure

  • Databases and backend services

  • Website applications and APIs

  • Administrative interfaces and dashboards

  • Connectivity and third-party integrations

Potential contingencies include (but are not limited to):

  • Server or hardware failures

  • Cybersecurity incidents (e.g., hacking, malware attacks, data leaks)

  • Power or network outages

  • Natural disasters (floods, fire, earthquake)

  • Human errors (e.g., incorrect deployments, accidental data deletion)

4. Risk Assessment

Risk assessments shall be carried out periodically to identify and analyze vulnerabilities across the website infrastructure. These assessments will serve as the foundation for implementing security controls and updating contingency responses.

5. Preventive Measures

  • Regular Backups: Daily automated backups of all critical databases and application code to secure off-site/cloud locations.

  • Security Measures: Firewall, antivirus, intrusion detection, and regular security patching to reduce cyber threats.

  • Redundancy: Implementation of mirrored servers, load balancers, and failover systems.

  • Disaster Recovery Drills: Conduct semi-annual mock drills to ensure preparedness.

  • Access Controls: Role-based access and secure login credentials to limit unauthorized access.

6. Contingency Response Procedures

6.1 Incident Detection and Reporting

  • Any incident must be reported immediately to the designated Contingency Manager.

  • The IT Team will analyze and categorize the severity of the incident.

6.2 Initial Response

  • Activate the Contingency Management Plan.

  • Take quick steps to isolate the affected system(s) and limit the spread of impact.

6.3 Communication

  • Notify the internal PGRKAM management team, hosting partners, and technical teams.

  • Public communication to be made via website banners, SMS/email alerts, or social media.

  • Designate an official point-of-contact for external or media queries.

6.4 System Restoration

  • Critical systems are prioritized for restoration.

  • Conduct thorough system testing before going live again.

  • Apply patches or necessary updates post-recovery.

6.5 Post-Incident Review

  • Conduct a root-cause analysis of the incident.

  • Document the findings and update the contingency plan accordingly.

  • Report key insights to stakeholders and governing authorities.
