"Physically Handicapped Person" means a person who, on account of injury, disease, or congenital deformity, is substantially handicapped in obtaining or keeping employment or in undertaking work on his own account of a kind which, apart from the injury, disease, or deformity, would be suited to his age, experience, and qualifications. As per the "Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act 1995", following handicaps are covered.

Registration:

All the Employment Exchanges of the State register the names of such handicapped persons who reside in the area of their jurisdiction and approach for such help. Candidates are required to bring a medical certificate issued by the Chief Medical Officer of their place of residence indicating that the person has a specified deformity of at least 40% but is otherwise fit for employment. After the name is registered at an exchange, a duplicate card is sent to the Special Employment Exchange, which helps them in placement because the vacancies reserved for the physically handicapped are received and handled by them.

Whenever any vacancy reserved for P.H. candidates is sent by the employer through a demand form to the Bureau, the candidates are sponsored for the vacant position and given age relaxation as per the rules.

In case a disabled person makes a written request for submission against a particular vacancy, his name is sponsored irrespective of his seniority of registration (subject to his eligibility for the post).
